Our Hotel in PP says they can get a visa for VN for $35, I%26#39;v asked if this the approval letter but they said as far they know it is all we need. Is that possible? Do we need to apply for the approval letter before we leave? We are 3 weeks away so any help is appreciated.

If it is just the letter then you also have to pay for the visa on arrival.

If you are travelling to Sihanoukville you can get a visa at the consular office at very short notice (same day service) and it is possibly the cheapest place to obtain one.
